Job description:

Applying analytical techniques and processes, the IT Business Systems Analyst II will provide guidance to IT and Business Departments to resolve technical and project implementation deliverables for medium and complex projects. The IT Business Systems Analyst II is responsible for developing system documentation such as requirements specifications, design documents, process flows, test plans, project plans, user manuals, and training procedures. The IT Business Systems Analyst II understands business requirements and often serves as a liaison among stakeholders in order to understand the structure, policies, and operations of an organization, and to recommend solutions that enable the organization to achieve its goals.

As the Senior Procurement Agent, your key responsibilities will include:

• Communicating performance expectations and metrics to suppliers, monitoring supplier performance, managing suppliers to contractual documents, conducting risk, issue, and opportunity management, and managing supplier readiness for entry into service. 

• Additionally, you will be responsible for managing repair turnaround time and spares, working with suppliers on corrective action plans where needed, and initiating and executing supplier recovery and improvement activities. 

• You will work closely with the production procurement team to ensure in-service issues are considered in contracting strategies and leverage. 

• Other responsibilities include developing and executing project and process plans, implementing policies and procedures, setting operational goals, and contributing to the improvement of existing processes, including the deployment of strategic supplier management and procurement strategies.

• Work onsite fulltime at our customer (GE Aviation) manufacturing facility in Lynn, Ma.

• Completes planning and management of all activities in sourcing and procurement, conversion, and all logistics management activities.

• Coordinate and collaborate with channel partners, suppliers, intermediaries, third-party service providers, and customers.

• Analyze and review supply and demand performance across account and channel to create an integrated purchasing plan that optimizes procurement performance.

• Handle the of Purchasing of materials, services, and supplies necessary for organization or customer's operation.

• Run the management and control the contractual relationship with the customer.

• Collaborate with managers to anticipate their demand for goods and materials.

• Respond to intensified inquiries; review and authorize the purchasing recommendations of others.

• Review inventory requests, production schedules, purchase requisitions, orders, and other documents to coordinate purchasing activities.

• Assess supplier's products to ensure they align with specs and meet the organization's quality standard.

• Identify, research, and evaluate suppliers that meet the organization's standard of price, quality, timing, and reliable supply.

• Monitor the quality and timeliness of materials and goods supplied; follow-up the status of purchase orders with vendors to ensure timely delivery, and communicate the status of orders with internal and external customers.

• Responsible for review and administration of long-term and/or blank purchase contracts.

• Participates in associate meetings and communicates any concerns to management.

• Provide project- related direction to team members

• Provide direction to other project or program managers on assigned projects, in alignment with the project/program structure

• Communicate project information to project and portfolio leadership, and the Management Team

• Manage multiple competing objectives, to prioritize, and to communicate complex information in clear and unambiguous terms to management and leadership

• May support senior level project/program managers in strategic planning processes

• Present project requests to institutional committees and oversight bodies to receive approval and project direction and input

• May require matrix supervision and evaluation of staff from other departments and divisions, and contractor/vendor resources

• Work independently, assuming primary responsibility for planning, directing, coordinating, and delivering project activities through the entire project life cycle (from initiation through handoff to customer) that are major/complex/business critical

Conduct meetings with business stakeholders to actively      solicit, analyze and negotiate customer requirements in order to ensure      the project team can develop solutions that meet the customer’s real      needs; minimize requirement defects up front, establish and maintain      agreement between the customer and project team on requirements for the      project deliverables.

1. Manage multiple priorities, customer expectations and      relationships with all stakeholders including IST staff and business      staff.  Manage relationships with customers, project managers, and      any/all levels of management.

2. Solicit input from developers and other technical staff      to determine project scope and provide estimate of level of effort (person      days required to complete project).
